Merve Çebi 1986 yılında İstanbul’da doğdu. Üsküdar Anadolu Lisesi’ni bitirdikten sonra, 2009 yılında Boğaziçi Üniversitesi Fen Edebiyat Fakültesi Psikoloji Bölümünden mezun oldu. Öğrenciliği sırasında İstanbul Üniversitesi Çapa Tıp Fakültesi Nöroloji Anabilim Dalı Davranış ve Hareket Bozuklukları Bölümünde gönüllü stajyerlik yaparak, nöropsikolojik değerlendirme konusunda bilgi edindi. 2012 yılında İstanbul Üniversitesi Deneysel Tıp Araştırma Enstitüsü Sinirbilim Yüksek lisans programını tamamlayan Merve Çebi,  yüksek lisans öğrenciliği sırasında bir dönem Maastricht Üniversitesi Psikoloji ve Sinirbilim Fakültesi’nde stajyer olarak çalıştı. 2018 yılında İstanbul Üniversitesi Sağlık Bilimleri Enstitüsü İleri Nörolojik Bilimler doktora programını tamamlayarak doktor ünvanını aldı.
