Üsküdar University Vocational School of Health Services Days, organized with the theme of "Emergency and Disaster: Earthquake", was held at Üsküdar University Çarşı Campus.


Speaking at the event attended by experts in the field, Prof. Nevzat Tarhan said that "If you cannot foresee and manage a risk in advance, you will fail in a crisis and you will respond to many things late." Stating that as a university, young people can develop projects with artificial intelligence on disasters, Prof. Tarhan expressed that "The one who manages big data is trying to dominate the world right now. A project can also be written in cooperation with AFAD."


Referring to the identity confusion experienced in the last earthquake, Vice Rector Prof. Muhsin Konuk stated that "Unfortunately, we did not create the DNA fingerprints of our people and could not place them on the chip of our identity cards and identity cards. I think that is one of the things that we lack greatly."

The opening speeches of the program were made by VSHS Director Prof. Mesut Karahan, istanbul Provincial Disaster and Emergency Manager Ercan Akar, Vice Rector Prof. Muhsin Konuk and President of Üsküdar University Prof. Nevzat Tarhan. The first presentation of the opening session was made by Disaster Specialist Prof. Mikdat Kadıoğlu with the title of "Disaster Management".

"Our cultural reactions negatively affect us in disaster situations"

President of Üsküdar University Psychiatrist Prof. Nevzat Tarhan stated that our cultural reactions play an important role in the process of coping with crises as a country and made the following remarks: "We have cultural reactions, which negatively affects us in these disaster situations. Our cultural habits are successful in managing the crisis, especially in disasters. However, we cannot say that we are successful in crisis preparedness because risk management is required before preparing for the crisis. In other words, if you cannot foresee and manage a risk in advance, you will fail in a crisis and you will respond to many things late."

"If risk management is done in the event of a crisis, it will act much faster"

Emphasizing the importance of defining the crisis and making measurements in times of crisis, Prof. Nevzat Tarhan reminded that when the February 6 earthquake happened, even AFAD officials in that region were under the earthquake, everyone acted in good faith for random help, and there were many problems. Pointing out the importance of making applications and evaluating the results before a crisis, Prof. Nevzat Tarhan stated that "If risk management is done in such a crisis, it will be much faster to act and take precautions with less casualties."

"There is also risk management in suicides"

Stating that there are scales related to risk management in suicides, Prof. Tarhan expressed that "Can this person commit suicide? Is there a risk or not? Is there suicidal intent? Is there a suicide plan? Do you have suicidal ideation? Have there been any suicide attempts in the past? We measure them all the time. After that, we try to identify that person's risk and prevent it. If you cannot determine this, it may turn out badly in an unexpected way. This is true for all crises. This is the case in all professions. I wanted to emphasize this when talking about the disaster.”

"A project can be written in cooperation with AFAD"

Stating that as a university, young people can develop projects with artificial intelligence on disasters, Prof. Tarhan said that "Big data is trying to dominate the world right now. Social mobility, economic mobility, monetary mobility are all trying to be done through big data. A project can be written in cooperation with AFAD. There is computer engineering and software engineering in our university. If AFAD supports such a project, we can prepare a project with the energy of the youth, the experience of the teachers and the knowledge of AFAD."

Drawing attention to the importance of the use of reason in crisis situations, Prof. Tarhan stated that "We will use our mind in crisis and take our precautions in advance. I hope that good projects will come out of the meeting."

Prof. Muhsin Konuk: "The genetic profile of all our people should be placed on chips"

In his speech, Vice Rector Prof. Muhsin Konuk reminded that one of the most important duties of universities is the duty of informing the society and said that "Unfortunately, as a nation, we have some types of behavior in our social genetics. One of these types of behavior, for example, if a traffic light is to be placed somewhere, we think of placing a traffic light there after a few deaths occur in that area. This country is an earthquake country. Earthquakes have claimed serious lives in this country. However, after a disaster occurs, we start to make preparations for that disaster. However, we should have done this earlier."

Noting that a Turkish human genome project has been carried out and that there is only a one-thousandth difference in the genetic structure of all humanity, Prof. Konuk said, "However, instead of that project, a project to prepare the genetic profile and DNA fingerprints of all our people and place them on the chips in our identity cards is required. This is one of our most important shortcomings."

Prof. Mesut Karahan: "We have adopted a 3-step system in education"

In his speech, VSHS Director Prof. Mesut Karahan stated that "We are the most comprehensive Vocational School of Health Services in Türkiye with a total of 59 programs and over 7 thousand students. We have adopted a three-step system in our education system. The first is the theory of vocational courses, the second is the application of everything we see in theory in the laboratory, and the third step is vocational training or summer internship."

Prof. Mesut Karahan stated that we lost thousands of people in the February 6 earthquake and expressed that "As a school, we said that our theme should be emergency, disaster and earthquake from now on."

Ercan Akar: "AFAD volunteers are very valuable to us"

Speaking at the opening of the meeting, İstanbul Provincial Disaster and Emergency Manager Ercan Akar stated that after the establishment of the AFAD Presidency, crisis management was switched to integrated disaster management at the national level and stated that "Our plans are created by our Provincial Disaster Directorates. The Provincial Disaster Risk Reduction Plan, which defines what needs to be done before the disaster and those responsible within the scope of pre-disaster risk reduction activities in our province, entered into force with the approval of our governorship as of the end of 2021."

Akar expressed that "As İstanbul AFAD, our disaster awareness training activities for individuals and families continue. To date, 13 million people have been trained. As you all know, AFAD volunteers are very valuable to us. Currently, we have 338,823 AFAD volunteers."

Prof. Mikdat Kadıoğlu: "Disaster management is to expect the unexpected is to manage the worst."

In his presentation titled "Disaster Management", Disaster Specialist Prof. Mikdat Kadıoğlu noted that disaster management, emergency management and incident management are different things, and said, "Disaster management; Something unexpected, that doesn't happen every day. And that's like waiting for what we don't expect. It is an event that one does not encounter very often in one's life and cannot learn by trial and error. Disaster management is about expecting the unexpected and managing the worst."

Prof. Mikdat Kadıoğlu stated that disaster management is a new branch of science in Türkiye and said, "Everyone defines disaster management according to their own mind in disaster management. In other words, the blind man has a recipe for an elephant or something like that. Perhaps this is a problem for Türkiye. We have a disaster management system like the blind man's elephant recipe."

Pointing out that there is no language and consensus on this issue, Prof. Mikdat Kadıoğlu said, "Disaster is such a thing that it happens outside and affects both outside and inside. Disaster management is a two-dimensional, very comprehensive and multidisciplinary subject."

At the symposium, Haldun Ömer Seçil, Head of the Istanbul Branch of the Chamber of Geological Engineers, gave a presentation on "Türkiye and Seismicity", Mehmet Mülayim, Director of Disaster and Humanitarian Aid Operations at the Red Crescent Logistics gave a presentation on "Logistics in Disasters", Instructor of the Department of Disaster and Emergency (AFAD) and Boğaziçi University Emine Erdem gave a presentation on "Search and Rescue and YOTA Study (Reduction of Non-Structural Hazards)", and Prof. Haydar Sur from Üsküdar University gave a presentation on "Disaster Epidemiology". Psychologist Görkem Altıntaş made a presentation titled "Psychological Support in Disasters".
