Mehmet Alkan, M.Sc. He completed his primary and secondary education in Sarıkamış and his high school education at  Erzurum High School. After graduating from Erzurum High School in 1972, he entered K.T.U Chemical Engineering and graduated with a good grade in 1976. He continued his preparatory school at Boğaziçi University in 1980-1981. He is fluent in English, intermediate in French and fluent in Russian.
He started his career in the industry as a refinery control engineer in the Inspection service in November 1976 at Izmir Refinery, the largest establishment in Turkey with a crude oil processing capacity of 11 million tons, and held this position until 1982. He worked as a platformer (gasoline unit) operation engineer.
It has been assigned to Kırıkkale Refinery, which was  under construction stage  under the same organization since 1984. He was tasked with commissioning the Energy Power Plant during the assembly phase of the refinery, and together with the Romanian company, which undertook the design and construction of the refinery during the assembly and commissioning of these units, he received power plant training in Romania in 1986 and became the superintendent   of the same complex in 1987. In 1988, he became the chief engineer of oil movements. In 1999, he became the operating manager of auxiliary facilities in the company. At the end of 1992, he became the operational manager of refinery process units in a parallel position. He commissioned Turkey's first Hydrocracker unit on September 26, 1993, with the Japanese company JGC. He became the Refinery Deputy Manager in 1994 and Kırıkkale Refinery Manager in 1997.
At the end of the same year, he was appointed to the Izmir Refinery as the Refinery Deputy Manager. Turkey's first Diesel Hydrotreated Unit was put into production together with the Korean company GS and enabled the first low-sulphur diesel production to be produced in Turkey. In February 2007, he was appointed to the General Directorate of TÜPRAŞ as the Energy Optimization Manager. In this task, very important energy saving projects were carried out in the energy and process units of 4 refineries.
Between 2006 and 2013, feasibility and detailed engineering projects were carried out for product, energy and fuel savings for  13 process units.
He took a leading role in obtaining all the first degrees in 6 years in Energy Efficiency Projects in which the Ministry of Energy of Turkey did not improve between 2007 and 2013, and he retired from TÜPRAŞ as a senior manager on February 15, 2013. 
Between February 20, 2013 -2015, He worked as the project director of ""DELAYED COCKER  and PROPAN DEASPHLATING" units  responsible from EPC  that project design, installation and commissioning.
 as the “EPC” Project Director of the automatic wagon loading  unit with a capacity of 5 million tons / year at the Turkmenbashi Refinery in Turkmenistan In 2016-2018,   he  has worked with the Scherzer company of Germany to design, install and commission this important unit.
