She was born in İstanbul. Following her graduation from Maltepe Anatolian High School in 2004, she graduated from the Departments of Business Administration (major) and Psychology Departments (minor) in Maltepe University in 2009. She graduated from Hospital Administration Master's Degree in Uskudar University in 2014.
She has trained in Occupational Health and Safety the Associate Degree Program from Atatürk Erzurum University, under the scope of the second university at the Open Education Faculty in 2014-2016, in order to contribute to the field of work and her research. And she took two lessons with a successful result from Marmara University, Institute of Health Sciences, the PhD Program in Health Management in the year 2014-2015. This lessons name of "Health Policy '' and "Quality Management in Health Care".
Between 2009-2013, she worked in the banking sector. She has been working as a lecturer since may 2013 in the Üsküdar University Health Services Vocational High School. She performed Coordinator of the Associate Degree Program in Dialysis and Coordinator of Occupational Health and Safety Master's Program in 2013-2014. Since September 2014, she continues of the Occupational Health and Safety Associate Program Chair and Health Services Vocational High School Academic Indexing and DSpace Officer. Also with this tasks, she continues of the Üsküdar University Health Services Vocational High School Training Coordinator since 2015 April.
Kağan has published 16 scientific publications in International Journals. Also she presented two in English, four in Turkish in total six scientific papers at International Conferences, one scientific paper at the National Scientific Conference.
She has Upper Intermediate level in English.
