He was born in Sivas, in 1970. He completed primary, secondary and high school education in Istanbul. In 1993, he graduated Department of Sociology at the Istanbul University. In 2000, his master's degree in Department of Sociology at Istanbul University. The theme of the thesis is "Sociology of Baykan Sezer". In 2011, he completed his PhD in the Department of Sociology at Istanbul University. Thesis is about "Institutionalization of Modern Medicine in Turkey and Health Politics in the Republican Period”. His first book “Hilmi Ziya Ülken”, was published in 2006, the second edition in 2013 and the third edition in 2016. Between 1994 and 2006, he taught at the Ministry of National Education.
