Tanıl Mehmet Başkan born in 1969, he graduated from Istanbul University Faculty of Law in 1991. Later on, he completed his master’s degree in Istanbul University, Department of Forensic Sciences in 1995. He received his doctorate degree in Forensic Sciences in 2003.
