Ms. Özilhan was Born in 1954 in Ordu. She graduated from the Ankara High School for Girls. She completed her graduate studies at the Faculty of Pharmacy of Hacettepe University and holds an M.Sc. degree in the field of Bağlantıpharmacognosy from Gazi University.
