He was born in Çanakkale, 1956. After graduating from the Faculty of Medicine, Cumhuriyet University in 1982, he completed his specialty in psychiatry at Bakırköy Psychiatric Hospital and doctorate in pharmacology at Marmara University. In 1989, he served as an associate professor, in 1991 as an assistant chief in Bakırköy Psychiatric Hospital. In 1992, he served as the chief of staff, coordinator of all psychiatric units in 2008, and professor at Üsküdar University in 2012.
In 1991, he published the Bulletin of Clinical Psychopharmacology and in the same year he organized the First Clinical Psychopharmacology Symposium. Between 1992 and 1993, he was a researcher in Psychiatric Demography and Psychopharmacology Institutes of Denmark’s Aarhus Institute with the scholarship by the Ministry of Health. He has over 200 national and international publications in clinical psychiatry, experimental and applied psychopharmacology. He is the author of the four volume-six bookshelf on Biological Psychiatry in Research and Clinical Practice, that is the largest medical book ever written in Turkey. He is also the editor of the RCHP magazine and the editorial board of a group of psychiatry publications and the advisory board of a group of psychiatry publications. He is the general secretary of a national and international group congress and symposium on psychiatry and he is a juror in a group of congressional scholars in research competitions related to schizophrenia.
Dr. Ceylan is the founder of BARİLEM, a research and advanced education center in Bakırköy Mental and Neurological Hospital and has been president for 19 years. Ceylan has been responsible for many research and education-related projects here. In 1987, he was awarded as a successful doctor in Istanbul by the Governorship of Istanbul along with a colleague and in 1995, the Istanbul Provincial Health Directorate awarded him with the first place in the field of medical research.
