Faculty of Medicine Administrative System

The governance system of Üsküdar University is structured in accordance with the Higher Education Law No. 2547 and the "Rules and Regulations on Academic Organization in Universities," aiming to execute academic and administrative processes in an effective, transparent, and accountable manner.

The UKSPRO software system is utilized to ensure the effective digital traceability of the university’s quality assurance workflows. This comprehensive system encompasses a wide spectrum of parameters, ranging from document tracking and the management of corrective and preventive actions (CAPA) to education management and meeting organizations. By virtue of UKSPRO, which ensures that all these processes are systematically and transparently managed and monitored under relevant headings, all academic units of our university can seamlessly and rapidly access the areas they require.

Structure of Governance and Administrative Units

The Rectorate is the highest executive governance body of the university, under which faculties, institutes, and vocational schools are organized. The governance of academic units is carried out through the following institutional frameworks:

In Faculties

  • Dean: The academic and administrative leader of the faculty. The Dean is appointed in compliance with the Higher Education Law and is responsible for all faculty activities.

  • Vice Deans: Support academic and administrative operations, reporting directly to the Dean.

  • Faculty Board: Chaired by the Dean; consists of department chairs, elected faculty members, and representatives of professors, associate professors, and assistant professors.

  • Faculty Executive Board: Chaired by the Dean and consists of elected faculty members; manages institutional decision-making processes.

  • Department Chairs: Responsible for the planning, execution, and coordination of educational and training activities.

In Institutes (Graduate Schools)

  • Director: Holds administrative and academic responsibility for the graduate programs conducted within the institute.

  • Institute Board: Chaired by the Director; consists of department chairs and faculty member representatives.

  • Institute Executive Board: Contributes to decision-making processes alongside elected members under the chairmanship of the Director.

In Vocational Higher Education Schools (VHEO / MYO)

  • Director: Responsible for the administrative and academic management of the vocational school.

  • Vocational School Board: Chaired by the Director; consists of program chairs and faculty member representatives.

  • Vocational School Executive Board: Conducts operations with designated representatives under the chairmanship of the Director.

Administrative Staff

  • Unit Secretaries (Faculty/Institute/Vocational School): Coordinate academic and administrative processes; participate in institutional meetings as rapporteurs.

  • Editorial and Archive Specialist/Assistant: Provides administrative support within the operational domain of the Secretary.

Resource Management

Our university adopts the planned, effective, and efficient utilization of all academic and administrative resources as a fundamental principle. The management of assets—including human resources, financial resources, hardware, software, movable, and immovable properties—is conducted in close coordination with the relevant departments and directorates.

Information Management System

Information management is conducted in accordance with the core principles of accessibility, data security, and integrity. Fast and secure access to information is provided for all students, academic, and administrative staff through integrated digital platforms:

  • OBS (Student Information System)

  • BBS (Bologna Information System)

  • STIX (Internal Academic Network)

  • ALMS (Learning Management System)

  • KEYPS (Medical Education Management System)

These systems function under the strict supervision of the respective administrative units and are continuously optimized with a focus on user satisfaction.

Quality of Outsourced Services

The procurement of outsourced services is planned via the Electronic Document and Records Management System (EBYS) in accordance with the formal requests submitted by the relevant academic units. The evaluation and monitoring of these requests are carried out by the respective departments.

Public Disclosure and Information

All scientific, social, cultural, and institutional activities organized by our university are shared transparently with the public through the official web pages of the relevant academic units, official social media channels, and the university's main homepage. Stakeholder information processes are meticulously managed within the framework of openness and transparency.

Governance Effectiveness and Accountability

All academic and administrative operations are periodically and systematically monitored by the University Senate, the Executive Board, and the Quality Commissions. Furthermore, the following instruments serve as vital data sources for assessing governance effectiveness and institutional accountability:

  • Employee and student satisfaction surveys,

  • Applications submitted to the Solution Center,

  • Institutional External Evaluation Reports.
