PART ONE

Purpose, Scope, Basis and Definitions

Objective

ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, duties and management of Üsküdar University Continuing Education Application and Research Center.

Scope

ARTICLE 2 - (1) This Regulation covers the provisions regarding the aims, fields of activity, governing bodies, duties of the governing bodies and working style of Üsküdar University Continuing Education Application and Research Center.

Basis

ARTICLE 3 -(1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.

Definitions

ARTICLE 4 -(1) In this Regulation;

a) Advisory Board: The Advisory Board of the Center,

b) Center (ÜSEM): Üsküdar University Continuing Education Application and Research Center,

c) Director: Director of the Center,

ç) Rector: Rector of Üsküdar University,

d) Senate: Üsküdar University Senate,

e) University: Üsküdar University,

f) Board of Directors refers to the Board of Directors of the Center.

PART TWO

Aims of the Center, Areas of Activity and Education and Training Course Programs

Objectives of the Center

ARTICLE 5 - (1) The objectives of the Center are to prioritize the areas of need, to provide an environment for all kinds of education and training programs, courses, seminars, certificate programs and activities, and to provide services based on cooperation between the University and the private sector, industry and other public institutions in order for the members of the University and all segments of the society to take part in the lifelong learning process.

Areas of activity of the Center

ARTICLE 6 - (1) The Center carries out the following activities in order to achieve its founding purpose;

a) To plan, organize, conduct research, development and consultancy projects and direct activities related to training programs, new technology and information-intensive vocational training, development and specialization courses, workshops, seminars, conferences and certificate programs at national and international level in various subjects that are needed; in the fields required by public, private sector and international organizations and individuals within the scope of continuous learning,

b) Organizing lectures and interest-based courses open to participation on and off campus, organizing daily seminars presented by expert speakers,

c) To work in cooperation and coordination with the public, private sector, non-governmental organizations, international organizations and society in organizing training programs, developing research and consultancy projects when necessary, creating synergy with stakeholders within and outside the University, promoting and effectively using University facilities by improving cooperation,

ç) To contribute to the solution of individual and social problems by sharing scientific and technological knowledge with adults, private sector and public institutions and integrating theoretical knowledge with practice for the benefit of society and developing these processes,

d) To carry out studies to develop occupational standards in order to comply with the norms of the European Union and to contribute to the Turkish economy, to provide all kinds of professional, technical and academic information and technologies that will introduce rapidly developing technology and increase productivity by gaining new skills through continuing education programs, to organize in-vocational and specialization training programs, to open courses to train intermediate staff or to provide formal education services,

e) To develop educational and entertaining programs that can meet the needs of all subjects and age groups, to improve mental and physical health, to create a participatory social structure, to conduct competitions, folklore, sportive activities, excursions, theater, photography, music, afforestation activities, fight against harmful habits and similar issues, to carry out active group activities inside and outside the University,

f) To offer electronic education programs for all ages and various interest groups, to provide courses, training and certificate programs in the form of distance education when necessary, to contribute to the creation and development of distance education infrastructure at the University, to cooperate with similar centers for this purpose, to provide the necessary coordination,

g) To organize courses and all kinds of educational activities to be given by the relevant units on the subjects deemed appropriate by the University, to provide tools, equipment and presentation facilities,

ğ) To organize leisure and entertainment programs, to organize competitions, folklore, sportive activities, trips, theater, photography, music, afforestation activities, fight against harmful habits and similar issues within and outside the University,

h) Publishing books, magazines, brochures and similar publications and organizing activities to improve reading habits,

ı) To increase cultural and scientific exchange with various countries and to organize trips to increase cohesion,

i) To carry out other activities recommended by the Rectorate or the Board of Trustees of the University or decided by the Board of Directors within the scope of continuing education.

PART THREE

Governing Bodies and Duties of the Center

Governing bodies of the Center

ARTICLE 7 -(1) The governing bodies of the Center are as follows:

a) Director,

b) Board of Directors,

c) Advisory Board.

Director and his/her duties

ARTICLE 8 - (1) The Director is appointed by the Rector for three years from among the faculty members of the University or experts from outside the University. The Director serves as a full-time administrator. The Director whose term of office expires may be reappointed. In cases where the Director is absent from his/her duty for more than six months, his/her duty ends.

(2) The duties of the Director are as follows:

a) Representing the center,

b) To implement the decisions taken by the Board of Directors and the work program,

c) To manage the Center in line with its objectives,

ç) To ensure coordination regarding the programs and activities implemented,

d) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rector for approval after receiving the opinion of the Board of Directors,

e) To chair the Executive and Advisory Boards.

(3) The Rector may appoint assistant directors to assist the Director in his/her work. When the duty of the Director ends, the duty of his/her assistants also ends.

Board of Directors and its duties

ARTICLE 9 - (1) The Board of Directors consists of the Director and four members to be appointed by the Rector among the University faculty members or experts in their fields. The Director chairs the meetings of the Board of Directors. The term of office of the members of the Board of Directors is three years. A member whose term of office expires may be reappointed.

(2) The Board of Directors convenes at least twice a year upon the invitation of the Director, ordinarily and extraordinarily when necessary, to discuss and decide on the agenda items prepared by the Director. The Board of Directors convenes with the absolute majority of the total number of members and decisions are taken by majority vote.

(3) The duties of the Board of Directors are as follows:

a) To take decisions on the preparation and planning of training programs related to the activities of the Center, determining the conditions of participation, and ensuring the necessary coordination with the units that will provide training,

b) To determine the principles regarding the organization of the annual report and to evaluate the submitted report,

c) To determine the principles regarding the organization of the work program for the next period and to evaluate the report submitted,

ç) To organize and issue training programs and certificates of participation, certificates of achievement and similar documents at the end of these programs.

Advisory board and its duties

ARTICLE 10 - (1) The Advisory Board consists of the relevant faculty members of the University and representatives of public and private institutions and organizations that can contribute to the Center's fields of study, if they wish, determined by the Director and assigned by the Rector. The Advisory Board is chaired by the Director.

(2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director.

(3) The Advisory Board makes evaluations on the activities of the Center and provides advisory opinions.

SECTION FOUR

Miscellaneous and Final Provisions

Staffing needs

ARTICLE 11 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the proposal of the Director in accordance with Article 13 of the Law No. 2547.

Expenditure Authorization

ARTICLE 12 - (1) The Rector is the spending authority of the Center for budget expenditures. The Rector may delegate this authority to the Director.

Cases where there is no provision

ARTICLE 13 - (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Board of Directors are applied.

Effectiveness

ARTICLE 14 - (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 15 - (1) The provisions of this Regulation are executed by the Rector of Üsküdar University.
