Graduate School of Health Sciences Administrative System

Üsküdar University’s governance system is structured in accordance with Law No. 2547 on Higher Education and the Regulation on Academic Organization in Universities, with the aim of ensuring that academic and administrative processes are conducted in an effective, transparent, and accountable manner. To enable effective digital monitoring of institutional quality processes, the UKSPRO software system is utilized. This comprehensive system covers a wide range of parameters, including document tracking, control of corrective and preventive actions, education management, and meeting organization. Through UKSPRO, all academic units of the University are able to access required areas easily and efficiently, ensuring that processes are carried out and monitored in a regular and transparent manner under relevant headings.

Structure of Governance and Administrative Units

The Institute is structured in accordance with the Regulation on Academic Organization in Universities, which governs the academic organization of university units, their functioning, duties, authorities, responsibilities, and relations between sub-units and upper units, as stipulated under Law No. 2547.

Article 11

Institutes established within universities and faculties are units that conduct graduate education and instruction, scientific research, and applications in one or more related and similar fields of science and are established by law. Institutes are composed of academic departments. Graduate education in universities and faculties is organized by institutes established for this purpose. In universities where institutes responsible for graduate education have not yet been established, graduate programs are conducted in accordance with the principles set forth by the Senate. Specialization training carried out under the provisions of the Ministry of Health legislation is implemented by medical faculties.

Organs of the Institute: The governing bodies of the Institute are the Institute Director, the Institute Board, and the Institute Executive Board.

Institute Director: The Institute Director is appointed for a term of three years by the Rector upon the recommendation of the relevant Faculty Dean. In institutes affiliated directly with the Rectorate, the appointment is made directly by the Rector. Directors whose terms expire may be reappointed. During recommendations and appointments, the Rector and Dean consult with relevant faculty members as necessary. The Director may appoint two deputies from among salaried academic staff of the Institute for a three-year term and may replace deputies when deemed necessary. Upon the termination of the Director’s term, the terms of the deputies also end.

Procedures for acting on behalf of the Director or in cases where the position becomes vacant are the same as those applied for Deans. The Institute Director performs, for the Institute, the duties assigned to Deans under Law No. 2547.

Institute Board: The Institute Board is composed of the Institute Director as Chair, the Deputy Directors, and the Heads of Academic Departments within the Institute.

Institute Executive Board: The Institute Executive Board is composed of the Institute Director as Chair, the Deputy Directors, and three faculty members elected by the Institute Board for a term of three years from among six candidates nominated by the Director.

Duties of the Boards: The Institute Board and the Institute Executive Board perform, for the Institute, the duties assigned to Faculty Boards and Faculty Executive Boards under Law No. 2547.

Administrative Staff

  • Unit Secretaries: Ensure the coordination of academic and administrative processes and participate in meetings as rapporteurs.
  • Correspondence and Archives Specialist/Assistant: Provide support within the scope of the Secretary’s duties.

Resource Management

The University adopts a principle of planned, effective, and efficient use of all academic and administrative resources. The management of human resources, financial resources, hardware, software, and movable and immovable assets is carried out in coordination with the relevant administrative departments.

Information Management Systems

Information management is conducted in line with the principles of accessibility and data security. All students, academic staff, and administrative personnel are provided with fast and secure access to information through digital platforms, including:

These systems operate under the supervision of relevant administrative units and are continuously improved with a focus on user satisfaction.

Quality of Outsourced Services

The procurement of external services is planned through the Electronic Document and Records Management System (EBYS) based on requests submitted by the relevant academic units. The evaluation of such requests is conducted by the responsible units.

Public Information and Transparency

All scientific, social, cultural, and institutional activities carried out at the University are shared with the public through the official websites of academic units, social media channels, and the University’s main website. In line with the principles of openness and transparency, stakeholder information processes are conducted with due diligence.

Management Effectiveness and Accountability

All academic and administrative activities are regularly monitored through the University Senate, the Executive Board, and Quality Commissions.
