Üsküdar University ÜSKÜDAR UNIVERSITY FAMILY PRACTICE AND RESEARCH CENTER REGULATION PART ONE Purpose, Scope, Basis and Definitions Objective ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, duties and management of Üsküdar University Family Application and Research Center. Scope ARTICLE 2 - (1) This Regulation covers the provisions regarding the aims, fields of activity, governing bodies, duties and working style of the governing bodies of the Üsküdar University Family Application and Research Center established under the Rectorate of Üsküdar University. Basis ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547. Definitions ARTICLE 4 - (1) In this Regulation; a) Advisory Board: The Advisory Board of the Center, b) Center (AİLEMER): Üsküdar University Family Application and Research Center, c) Director: Director of the Center, ç) Rector: Rector of Üsküdar University, d) Senate: Üsküdar University Senate, e) University: Üsküdar University, f) Board of Directors The Board of Directors of the Center, refers to. PART TWO Aims and Areas of Activity of the Center Objectives of the Center ARTICLE 5 - (1) The objectives of the Center are as follows: a) To organize comprehensive training activities, offer training programs and conduct academic studies in this direction by providing protective, preventive, educational, informative, awareness-raising, developmental, skill-building, guidance and rehabilitative services by providing protective, preventive, educational, informative, awareness-raising, developmental, skill-building, guidance and rehabilitative services for the development and strengthening of the family in society with an interdisciplinary educational approach to behavioral health and sciences by experts. b) To adopt coordination with the common goals and works of relevant public and private organizations in harmony with national and social policies as a basic view, to be a guiding part of the studies for the peace and welfare of the society by taking the family as a starting point within the framework of this basic view, to plan and carry out a wide range of projects for this purpose. c) To examine national and international studies on the family in cooperation with the R&D unit of the university. To be aware of the local, national and global research/projects being carried out, to monitor, support and cooperate with the projects carried out. ç) To prepare and implement cognitive, affective and behavioral non-formal education programs to combat conflict and violence affecting the family on the basis of intercultural and multiculturalism. d) To carry out family strengthening values education activities such as sacrifice, loyalty, trust, empathy, empathy, unrequited love, etc. in order to protect family values that have changed and/or been lost due to changing social dynamics and perceptions of women's and men's roles. e) To determine the current and prioritized needs of the family structure in Turkey. For this purpose, to collect data through scientific publications and researches and to carry out studies in the light of these data. To carry out projects, academic research and clinical applications that strengthen the family structure, improve its welfare and maintain its integrity by protecting the physical, psychological and social health of this structure, and to train the necessary staff to develop, plan and carry out these studies. f) To train family counselors who have the competencies to provide guidance, education and support services with theoretical and practical studies about the problems based on the functional deterioration of the family system, problems based on the loss of development and quality of life of family members, relationship and communication problems based on the family life period, and the problems experienced by family members in fulfilling their family roles and responsibilities effectively and functionally due to psychological, social, cultural, environmental and economic reasons. g) Providing counseling, training and support services for mothers and fathers, husbands and wives, children, adolescents and young people. ğ) With a holistic understanding that evaluates the family institution within the social, cultural and environmental factors in which it exists; to provide guidance, training and support services for individuals and couples who intend to establish a family, to provide guidance, training and support services for the establishment of strong families by providing pre-marital family trainings, to provide guidance, training and support services for individuals and couples who have problems within the family institution, to provide guidance, training and support services for individuals and couples who have decided to end the family institution, divorced or experiencing separation-divorce process. h) To provide guidance, training and support services for individuals and couples who experience problems other than those foreseen above. Areas of activity of the Center ARTICLE 6 - (1) The fields of activity of the Center are as follows: a) To carry out studies to support social policies that will strengthen the family structure in parallel with the common goals and studies of relevant public institutions and organizations in harmony with national and social policies, to implement and/or develop strategic action plans in parallel with these policies. b) To organize course programs such as family counseling certificate program in parallel with the objectives of the Center. c) To provide protective, preventive, educational, developmental, guidance and rehabilitative training and counseling services to increase the awareness, knowledge and skills of family members to understand the dynamics of bilateral relationships and to communicate effectively. ç) Providing training programs such as psychological counseling and guidance for adolescents and educators in cooperation with relevant public institutions and organizations d) To organize national activities such as family education mobilization. e) To organize pre-marital education and mother and father education certificate programs. f) Organizing courses, seminars and conferences on emotion and value education in the family. g) To provide joint social support services to family education programs and social activities with professional and volunteer social service groups. ğ) To organize supportive training programs and provide consultancy services in parallel with the social dynamics and needs of families by making use of current and effective international publications in the field of family. h) Organizing activity programs such as multidimensional understanding and evaluation of issues related to the functioning of the family system and skill development on related issues, organizing support groups, providing telephone counseling services on certain days and hours. ı) To carry out activities such as research, application, consultancy and publication studies in cooperation with national and international institutions and organizations and to share the studies carried out within the Center through academic publications, training, conferences, seminars and workshops. i) To participate in relevant professional seminars, conferences, symposiums, etc. at national and international level and to organize similar programs. j) To carry out projects, academic research and clinical practice studies that strengthen the family structure in society, protect its welfare and maintain its integrity, and protect its physical, psychological and social health; to train the necessary staff to carry out similar studies. k) To develop protective and rehabilitative programs against violence by providing research, consultancy, training and support services for the prevention of domestic violence. l) To conduct preventive academic and applied family studies on the constructive resolution of family conflicts and disputes without the use of violence. m) To conduct research and studies on Turkish family structure. n) To study traditional and changing family problems theoretically and practically. o) To examine the effects of the global process and the media on the Turkish family structure. ö) To conduct research on the social and cultural validity of theories and approaches to family therapy and counseling for our society. To critically examine the applicability of this theoretical knowledge to our culture and to conduct academic studies to complement the deficiencies identified by research in this direction, if any. p) To provide guidance, training and support services for the problems of elderly members within the family and to revitalize the role of elderly members in preventing the dissolution of the nuclear family, protecting and reconciling. r) To carry out broadcasting activities to raise public awareness. s) In addition to live programs, to carry out training and certificate programs through distance education when necessary for the individuals concerned. For this purpose, to prepare informative documents within the scope of the website, to provide a question and answer platform and to promote training and certificate programs. ş) Developing materials for theoretical training and clinical services for those concerned upon request; preparing and implementing projects on topics such as effective family system management, family counseling, crisis resolution, domestic violence. t) To cooperate with national and international institutions in line with the objectives of the Center; to organize courses, seminars, conferences, symposiums, workshops and congresses on family issues at undergraduate, graduate and doctoral levels and to encourage the preparation of research projects. u) While examining the family system in which family members develop and/or fulfill their functions, to provide services to individuals, couples or families that include methods and strategies to ensure their change and development towards the solution of their problems from an understanding based on the evaluation of other social environments with which they are in contact. ü) To conduct courses, seminars and thesis studies at the undergraduate, graduate and doctoral level, addressing issues within the social, cultural, economic, legal and political framework in order to contribute to academic and practical knowledge in the direction of developing and strengthening the family structure, protecting family welfare and maintaining its integrity. v) To conduct and support research, training, investigation, activity and project studies. y) To organize meetings such as congresses, conferences, workshops, courses and seminars. z) To enlighten the society and raise awareness on family related issues. aa) To promote, publish and sponsor various publications on related subjects. To create an archive of domestic and foreign sources on family issues. bb) To prepare and execute regulatory procedures in order to produce social policy in cooperation with relevant organizations on social services provided for the protection of the family. For this purpose, to conduct studies supported by scientific data on the issues needed in project preparation and execution, to develop models, and to actually participate in such studies. cc) To provide research, project and consultancy services by evaluating the requests from public institutions, legal entities, non-governmental organizations and private persons. To develop social responsibility projects with a social dimension and wide scope in accordance with the purpose of the Center. çç) To provide psychological guidance, social support and training programs in cooperation with national and international public and private institutions and non-governmental organizations with a holistic approach. dd) To carry out other activities determined by the Rector and/or the Board of Trustees within the scope of the Center or decided by the Üsküdar University Board of Directors. PART THREE Governing Bodies and Duties of the Center Governing bodies of the Center ARTICLE 7 - (1) The governing bodies of the Center are as follows: a) Director. b) Board of Directors. c) Advisory Board. Director ARTICLE 8 - (1) The Director is appointed by the Rector for three years from among the faculty members of the University or experts from outside the University. The Director serves as a full-time administrator. The Director whose term of office expires may be reappointed. In cases where the Director is absent from his/her duty for more than six months, his/her duty ends. (2) Deputy directors may be appointed by the Rector to assist the Director in his/her work. When the duty of the Director ends, the duty of his/her assistants also ends. Duties of the Director ARTICLE 9 - (1) The duties of the Director are as follows: a) To represent the Center. b) To implement the decisions taken by the Board of Directors and the work program. c) To manage the Center in line with its objectives. ç) To ensure coordination regarding the programs and activities implemented. d) To prepare the annual activity report of the Center and the work plan program for the following year and submit it to the Rector for approval after receiving the opinion of the Board of Directors. e) To chair the Board of Directors and the Advisory Board. Board of Directors ARTICLE 10 - (1) The Board of Directors consists of the Director and four members to be appointed by the Rector among the University faculty members or experts in their fields. The Director chairs the meetings of the Board of Directors. The term of office of the members of the Board of Directors is two years. A member whose term of office expires may be reappointed. (2) The Board of Directors convenes at least twice a year upon the invitation of the Director, ordinarily and extraordinarily when necessary, to discuss and decide on the agenda items prepared by the Director. The Board of Directors convenes with the absolute majority of the total number of members and decisions are taken by majority vote. Duties of the Board of Directors ARTICLE 11 - (1) The duties of the Board of Directors are as follows: a) To take decisions on the preparation and planning of training programs related to the activities of the Center, determining the conditions of participation, and ensuring the necessary coordination with the units that will provide training. b) To determine the principles regarding the organization of the annual report and to evaluate the submitted report. c) To determine the principles regarding the organization of the work program for the next period and to evaluate the submitted report. ç) To organize and issue training programs and certificates of participation, certificates of achievement and similar documents at the end of these programs. Advisory board and its duties ARTICLE 12 - (1) The Advisory Board consists of the relevant faculty members of the University and representatives of public and private institutions and organizations that can contribute to the Center's fields of study, if they wish, determined by the Director and assigned by the Rector. The Advisory Board is chaired by the Director. (2) The term of office of the Advisory Board members is two years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director. (3) The Advisory Board makes evaluations on the activities of the Center and provides advisory opinions. SECTION FOUR Miscellaneous and Final Provisions Staffing needs ARTICLE 13 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the proposal of the Director in accordance with Article 13 of the Law No. 2547. Expenditure Authorization ARTICLE 14 - (1) The Rector is the expenditure authority of the Center. The Rector may delegate this authority to the Director. Cases where there is no provision ARTICLE 15 - (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Board of Directors are applied. Effectiveness ARTICLE 16 - (1) This Regulation enters into force on the date of its publication. Execution ARTICLE 17 - (1) The provisions of this Regulation are executed by the Rector of Üsküdar University. |
