Üsküdar University ÜSKÜDAR UNIVERSITY METABOLIC AND INFLAMMATORY DISEASES APPLICATION AND RESEARCH CENTER REGULATION PART ONE Initial Provisions Objective ARTICLE 1- (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, governing bodies, duties of the governing bodies and the working style of Üsküdar University Metabolic and Inflammatory Diseases Application and Research Center. Scope ARTICLE 2- (1) This Regulation covers the provisions regarding the aims, fields of activity, governing bodies, duties of the governing bodies and working style of Üsküdar University Metabolic and Inflammatory Diseases Application and Research Center. Basis ARTICLE 3- (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547. Definitions ARTICLE 4- (1) In this Regulation; a) Advisory Board: The Advisory Board of the Center, b) Center: Üsküdar University Metabolic and Inflammatory Diseases Application and Research Center, c) Metabolic and inflammatory diseases: Karaciğer, beyin, pankreas ve adipoz doku gibi birçok metabolik organlarda metabolizmanın ve immün cevabın bozulması ile ortaya çıkan obezite, diyabet, dislipidemi, ateroskleroz, yağlı karaciğer hastalığı, alzheimer gibi bir grup bozukluğu kapsayan bir tanı başlığını, ç) Director: Director of the Center, d) Rector: Rector of Üsküdar University, e) University: Üsküdar University, f) Board of Directors The Board of Directors of the Center, refers to. PART TWO Aims and Areas of Activity of the Center Objectives of the Center ARTICLE 5- (1) The objectives of the Center are as follows: a) To conduct applications and researches on the basic mechanisms governing metabolism and the complex relationship of metabolism with human health and diseases in Turkey and abroad in cooperation with the relevant departments, departments and related application and research centers of the University. b) To monitor scientific developments in metabolic and inflammatory diseases, to design basic and clinical research projects that will contribute, to cooperate with other scientific institutions, and to provide services to other institutions in relation to its subject and facilities. c) To establish programs for the prevention, treatment and awareness-raising of metabolic and inflammatory diseases. ç) To organize national and international seminars, conferences and symposiums on metabolic and inflammatory diseases within the scope of the provisions of the relevant legislation. Areas of activity of the Center ARTICLE 6- (1) The fields of activity of the Center are as follows: a) To monitor technological and scientific developments in all basic medical sciences in the world. b) Developing, conducting and finalizing projects to explain the molecular mechanisms of metabolic and inflammatory diseases in order to form the research infrastructure of the Center. c) To research, develop and apply molecules that have the potential to be used in the treatment of metabolic and inflammatory diseases. ç) To cooperate with national and international organizations conducting biological and clinical studies in the diagnosis and treatment of metabolic and inflammatory diseases d) To participate in and organize scientific programs such as conferences, seminars, congresses and symposiums on innovations in metabolic and inflammatory diseases within the scope of the provisions of the relevant legislation, and to announce the results obtained to the relevant institutions. e) To carry out activities to raise public awareness about metabolic and inflammatory diseases. f) To carry out other activities determined by the Rector and/or the Board of Trustees or decided by the University Administrative Board within the scope of the Center. PART THREE Governing Bodies and Duties of the Center Governing bodies of the Center ARTICLE 7- (1) The governing bodies of the Center are as follows: a) Director. b) Board of Directors. c) Advisory Board. Director and deputy director ARTICLE 8- (1) The Director is appointed by the Rector for three years from among the full-time faculty members of the University who have studies related to the fields of activity of the Center. The Director whose term expires may be reappointed. The Director is dismissed in the same manner as he/she was appointed. (2) Upon the proposal of the Director, the Rector may appoint one person from among the faculty members related to the field of study of the Center as the deputy director. The deputy director deputizes when the director is absent from his/her duty. In the event of a deputation lasting more than six months, a new Director shall be appointed. Duties of the Director ARTICLE 9- (1) The duties of the Director are as follows: a) To chair the Board of Directors. b) To take the necessary measures for the regular and effective conduct and supervision of the activities of the Center. c) To make the assignments required by the work of the Center. ç) To submit the report on the general status and functioning of the Center to the Rector at the end of each academic year and when requested, after receiving the opinion of the Board of Directors. (2) The Director is primarily responsible to the Rector for the regular execution of the activities in line with the objectives of the Center, for the supervision and control of all activities of the Center and for obtaining the results. Board of Directors ARTICLE 10- (1) The Board of Directors consists of the Director and a total of five members appointed by the Rector from among the University faculty members or experts who have studies related to the fields of activity of the Center. (2) The term of office of the members of the Board of Directors is three years. Members whose term expires may be reappointed. New members are appointed to complete the remaining term in place of the members who leave before their term expires or who are assigned abroad for more than three months. Upon the invitation of the Director, the Board of Directors convenes at least twice a year ordinarily and extraordinarily when necessary, discusses the agenda items prepared by the Director and takes decisions. The Board of Directors convenes with absolute majority and decisions are taken by majority vote. Duties of the Board of Directors ARTICLE 11- (1) The duties of the Board of Directors are as follows: a) To ensure the preparation and implementation of plans and programs related to the fields of activity of the Center. b) To prepare the Center's investment, plan and budget draft and submit it to the Rector for approval. c) To evaluate the requests regarding education, practice, research, service production and publication and make recommendations. ç) To establish temporary specialization groups related to the activities of the Center when necessary and to regulate their duties. d) To organize training programs within the scope of the provisions of the relevant legislation and to issue certificates of participation, certificates of achievement and similar documents at the end of these programs. e) To evaluate and decide on the issues to be brought by the Director regarding the management of the Center. Advisory Board ARTICLE 12- (1) The Advisory Board consists of the Director and up to ten members appointed by the Rector from among the faculty members of the University and persons and representatives of organizations operating at national and international level from outside the University who have studies related to the fields of activity of the Center and who are thought to contribute to the Center with their studies. The Advisory Board is chaired by the Director. (2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director. Duties of the Advisory Board ARTICLE 13- (1) The Advisory Board makes evaluations on the activities of the Center and gives advisory opinions. SECTION FOUR Miscellaneous and Final Provisions Staffing needs ARTICLE 14- (1) The academic, technical and administrative personnel needs of the Center are met by the personnel assigned by the Rector in accordance with Article 13 of the Law No. 2547. Expenditure Authorized ARTICLE 15- (1) The expenditure authority of the Center is the Chairman of the Board of Trustees. The Chairman of the Board of Trustees may delegate this authority to the Rector or the Director. Cases where there is no provision ARTICLE 16- (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate are applied. Effectiveness ARTICLE 17- (1) This Regulation shall enter into force on the date of its publication. Execution ARTICLE 18- (1) The provisions of this Regulation shall be executed by the Rector of Üsküdar University. |
