ÜSKÜDAR UNIVERSITY REGULATION ON THE APPLICATION AND RESEARCH CENTER FOR COMBATING VIOLENCE AND CRIME
PART ONE
Purpose, Scope, Basis and Definitions
Objective
ARTICLE 1 - (1) The purpose of this Bylaw is to establish the Üsküdar University Application and
To regulate the procedures and principles regarding the objectives, fields of activity, duties and management of the Research Center.
Scope
ARTICLE 2 - (1) This Bylaw covers the provisions regarding the aims, fields of activity, governing bodies, duties of the governing bodies, and working style of the Üsküdar University Application and Research Center for Combating Violence and Crime.
Basis
ARTICLE 3 - (1) This Regulation is based on the 7th article of the Higher Education Law dated 4/11/1981 and numbered 2547.
This Law has been prepared based on subparagraph (2) of paragraph (d) of the first paragraph of Article 14.
Definitions
ARTICLE 4 - (1) In this Regulation;
a) Advisory Board: The Advisory Board of the Center,
b) Center (ŞİDAM): Üsküdar University Application and Research Center for Combating Violence and Crime,
c) Director: The Director of the Center,
ç) Rector: Üsküdar University Rector, d) Senate: Üsküdar University Senate, e) University: Üsküdar University,
f) Board of Directors refers to the Board of Directors of the Center.
PART TWO
Aims and Areas of Activity of the Center
Objectives of the Center
ARTICLE 5 - (1) The aims of the Center are as follows;
a) To contribute to the development of social policies that will strengthen the protection of children and the family in the face of increasing child abuse and neglect, abuse and neglect of the disabled and elderly, violence, aggression, drugs and suicidal tendencies in the world and in Turkey; to prevent violence and crime before it occurs in the family, school and other social environments,
b) To conduct theoretical and practical studies on human rights, violence, terrorism, aggression, suicide, child, elderly and disabled abuse and neglect, crime and victimization and similar issues at the level of Turkey, the region and the world,
c) To contribute to the creation of a safer and happier society by producing research and implementation services in the fields of preventive law, preventive and remedial education, dispute resolution and mediation,
ç) Developing cooperation with organizations operating in the fields of study of the Center in Turkey and abroad
To contribute to the socio-cultural development of Turkey within the scope of its fields of study,
d) To put forward crisis intervention models in individual and social emergencies and extraordinary events, to develop theories in this field, to contribute to the training of experts,
e) To develop applicable models that will be a road map in line with the needs to reduce violence and crime, and to cooperate with relevant institutions and organizations in this regard.
Areas of activity of the Center
ARTICLE 6 - (1) The Center carries out the following activities to achieve its founding purpose;
a) Conducting public opinion researches, producing projects or becoming a partner in ongoing projects, organizing in-service training courses, conferences, workshops, seminars, certificate programs for national and international organizations, real and legal persons, in-service training courses, conferences, workshops, seminars, certificate programs, informing and raising awareness of all segments of the society through direct or distance education, and cooperating with similar centers for this purpose,
b) Develop models for creating violence, crime, victimization and risk maps at the province/district/school level, and conduct field studies in this direction,
c) Developing materials for the education and psycho-social services of relevant organizations; preparing and implementing projects for effective prisoner/detainee management, counseling and rehabilitation activities and participating in ongoing projects,
ç) In line with the objectives of the Center, to cooperate with similar institutions and organizations in Turkey and abroad, to support lectures, conferences and seminars on violence, aggression and crime at undergraduate, graduate and doctoral levels at universities, to support the organization of symposiums, workshops and congresses, to encourage students to prepare theses on the aforementioned topics and to provide the necessary support,
d) In cooperation with the relevant public institutions, the society on legal mediation and probation
To develop and implement projects and participate in existing projects in order to inform and raise awareness,
e) On the protection of children and families and social services; to produce social policies and prepare regulatory procedures in cooperation with relevant organizations, to put forward scientific data and models needed in project design and execution, to take part in such studies, to develop social responsibility projects in this direction,
f) To provide program and educational support services to universities, formal and non-formal education institutions in order to develop and implement an effective student counseling system in order to make schools safe and integrated with real life,
g) In line with the objectives of the Center, to carry out publication activities based on the relevant literature and field studies, to prepare scientific reports, to provide consultancy and expertise services within the scope of the study subjects,
ğ) Activities necessary to find solutions to the problems arising in issues related to the Center's fields of study
planning, organizing and executing,
h) The services of scientists and experts from outside the institution, depending on the nature of the projects being carried out
take advantage of it,
ı) To carry out other activities in accordance with the purpose of the establishment of the Center.
PART THREE
Governing Bodies, Working Units and Duties of the Center
Governing bodies of the Center
ARTICLE 7 - (1) The governing bodies of the Center are as follows:
a) Director,
b) Board of Directors,
c) Advisory Board.
Director and his/her duties
ARTICLE 8 - (1) The Director is appointed by the Rector for three years from among the faculty members of the University or experts from outside the University. The Director serves as a full-time administrator. The Director whose term of office expires may be reappointed. In cases where the Director is absent from his/her duty for more than six months, his/her duty ends.
(2) The duties of the Director are as follows:
a) Representing the center,
b) To implement the decisions taken by the Board of Directors and the work program, c) To manage the Center in line with its objectives,
ç) To ensure coordination regarding the programs and activities implemented,
d) To prepare the annual activity report of the Center and the work program for the following year and to prepare the
To submit it to the approval of the Rector after receiving the opinion of the Board,
e) To chair the Board of Directors and the Advisory Board,
f) To prepare work programs, to propose them to the Board of Directors, to carry out, direct and supervise the working groups decided by the Board of Directors,
g) To inform the Board of Directors about the activities, plans, programs and projects of the working groups formed,
ğ) To ensure the organization, execution, guidance and supervision of training, courses, workshops, congresses, certificate programs, symposiums, seminars and similar programs and projects,
h) To submit proposals regarding the recruitment and assignment of personnel to the Rector.
(3) Deputy Directors may be appointed by the Rector to assist the Director in his/her work. When the duty of the Director ends, the duty of his/her assistants also ends.
Board of Directors and its duties
ARTICLE 9 - (1) The Board of Directors consists of the Director and at least five members to be appointed by the Rector among the University faculty members or experts in their fields. The Director chairs the meetings of the Board of Directors. The term of office of the members of the Board of Directors is three years. A member whose term of office expires may be reappointed.
(2) The Board of Directors convenes at least twice a year upon the invitation of the Director, ordinarily and extraordinarily when necessary, to discuss and decide on the agenda items prepared by the Director. The Board of Directors convenes with absolute majority and decisions are taken by majority vote.
(3) The duties of the board of directors are as follows:
a) To take decisions on the preparation and planning of training programs related to the activities of the Center, determining the conditions of participation, and ensuring the necessary coordination with the units that will provide training,
b) To determine the principles regarding the organization of the annual report and to evaluate the submitted report,
c) To determine the principles regarding the organization of the work program for the next period and the report submitted

ç) Training programs and certificates of participation, certificates of achievement and similar documents at the end of these programs

Advisory board and its duties
ARTICLE 10 - (1) The Advisory Board consists of at least five members appointed by the Rector from among the faculty members of the University and representatives of persons and organizations operating at national and international level, who carry out studies in the fields of activity of the Center or who are thought to contribute to the Center with their studies. The Advisory Board is chaired by the Director.
(2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. Advisory
The Board convenes at least once a year upon the call of the Director.
(3) The Advisory Board evaluates the activities of the Center and gives advisory opinions.
(4) The Advisory Board may convene regularly once a year. If the Director deems necessary, the Advisory
Board for an extraordinary meeting. The Advisory Board convenes with the absolute majority of the total number of its members. (5) The duties of the Advisory Board are as follows
a) To make evaluations and make recommendations regarding the activities of the Center, b) To advise the Board of Directors on activities,
c) To ensure cooperation among related institutions and to make recommendations on the activities of the Center.
Working units and their duties
ARTICLE 11 - (1) In order to increase the efficiency and effectiveness of the activities related to the Center's fields of study, permanent or temporary working units such as projects, publications, field research, public relations may be established. The units consist of relevant personnel from the University assigned to plan, coordinate and carry out the activities under the responsibility of the head of the unit or a member of the Board of Directors.
(2) Working units are established upon the proposal of the Director and the approval of the Rectorate, convene under the chairmanship of the relevant president or the person to be assigned by the Director and make recommendations to the Directorate regarding the work carried out. The personnel in these units are assigned for the periods stipulated by the Board of Directors. The Director monitors and supervises the activities of these units. Unit members whose term expires shall be reappointed by the Board of Directors.

SECTION FOUR
Miscellaneous and Final Provisions
ARTICLE 12 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the proposal of the Director in accordance with Article 13 of the Law No. 2547.
Expenditure Authorization
ARTICLE 13 - (1) The Rector is the spending authority of the Center for budget expenditures. The Rector may delegate this authority to the Director.
Cases where there is no provision
ARTICLE 14 - (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the Senate and
The decisions of the Board of Directors are applied.
Enforcement
ARTICLE 15 - (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of Üsküdar University.
