Prof. Sevil Atasoy: “Drug policies should be shaped on the basis of human rights and public health”

Prof. Sevil Atasoy, who is currently the President of the International Narcotics Control Board (INCB), is a candidate for re-election to the INCB membership. 

Prof. Atasoy noted that she has been re-nominated by Türkiye, stating, “Experience is not only technical knowledge; it is also crucial in managing complex political and operational processes.”
 

A reception was organized by the Permanent Mission of Türkiye to the United Nations (UN) in New York, at Türkevi in New York, on the occasion of the re-candidacy of Prof. Sevil Atasoy, President of the International Narcotics Control Board (INCB), Vice Rector of Üsküdar University, Head of the Forensic Sciences Department, and Director of the Graduate School of Addiction and Forensic Sciences, for INCB membership. Diplomats from numerous countries that are members of the Economic and Social Council attended the event.

“The global drug problem has become increasingly complex”

After the introductory speech by Ambassador Ahmet Yıldız, Permanent Representative of Türkiye to the United Nations in New York, INCB President Prof. Sevil Atasoy took the floor, stating that the global drug problem has become increasingly complex and emphasizing that the solution lies in balanced, evidence-based, and human-centered policies.

Prof. Atasoy stated that the proliferation of non-medical synthetic opioids, the development of illicit production methods, and the expansion of international trafficking networks pose urgent and serious threats, and also pointed out that millions of people worldwide experience difficulties in accessing essential medicines for pain treatment, mental health, and palliative care.

Strengthening international cooperation is crucial

Prof. Atasoy drew attention to the three fundamental principles of the international drug control system, reiterating the importance of ensuring the accessibility of controlled substances for medical and scientific purposes, preventing misuse, and strengthening international cooperation.

Prof. Atasoy stated, “Drug control is not merely a matter of enforcement; it is also a matter of public health, human dignity, and social justice.”

In her speech, Prof. Atasoy emphasized the principles of human rights, proportionality, and the rule of law, stating that these values should be central to policy-making processes.

The importance of institutional resilience and experience

Prof. Atasoy stated that during her tenure, she prioritized efforts to increase the effectiveness and transparency of the INCB, and took significant steps to strengthen cooperation with member states, develop practical tools, and enhance the applicability of recommendations.

Prof. Atasoy also touched upon the financial constraints experienced across the United Nations system, emphasizing the critical importance of maintaining institutional continuity and corporate memory during this period.

 Prof. Atasoy stated, “Experience is not only technical knowledge; it is also crucial in managing complex political and operational processes,” and mentioned that despite limited resources, they adopted a management approach based on financial discipline, prioritization, and efficiency to maintain the Board's effectiveness.

International cooperation and shared responsibility

Prof. Atasoy stated that the work of the INCB relies on the trust and cooperation of member states, and expressed that open dialogue and mutual respect form the foundation of the international drug control system.

Reminding that she has been re-nominated by Türkiye, Prof. Atasoy expressed her desire to continue her duty and stated, “The continuity of experienced leadership is of great importance in the face of the current and new challenges we face.”

“Drug policies should be shaped on the basis of human rights and public health,” said Prof. Sevil Atasoy, concluding her speech by reiterating a vision for a balanced and effective international drug control system that protects human health, respects human rights, and prioritizes the well-being of societies.
