Üsküdar University ÜSKÜDAR UNIVERSITY DATA ANALYSIS APPLICATION AND RESEARCH CENTER REGULATION PART ONE Purpose, Scope, Basis and Definitions Objective ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, organs, duties of the organs and the working style of the Üsküdar University Data Analysis Application and Research Center established under Üsküdar University. Scope ARTICLE 2 - (1) This Regulation covers the provisions regarding the aims, organs, duties of the organs, and working style of Üsküdar University Data Analysis Application and Research Center. Basis ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547. Definitions ARTICLE 4 - (1) In this Regulation; a) Advisory Board: The Advisory Board of the Center, b) Center (VERIMER): Üsküdar University Data Analysis Application and Research Center, c) Director: Director of the Center, ç) Rector: Rector of Üsküdar University, d) University: Üsküdar University, e) Board of Directors: The Board of Directors of the Center, refers to. PART TWO Purpose and Fields of Activity of the Center Purpose of the Center ARTICLE 5 - (1) The purpose of the Center is to analyze statistical data of the University and other public institutions and organizations, to report the results of the analysis, to contribute to statistical analysis and evaluation processes in research and development activities, to organize trainings and certificate programs, and to carry out analysis-based studies. Areas of activity of the Center ARTICLE 6 - (1) The fields of activity of the Center are as follows: a) Contributing to the statistical analysis and reporting of research conducted within the University. b) To provide consultancy services to academic staff, undergraduate and graduate students in determining and applying appropriate statistical methods in their studies. c) To provide training on statistical software to academic staff, undergraduate and graduate students. ç) Providing consultancy services on statistics, analysis and reporting, conducting research and investigations, preparing reports and carrying out joint project studies in line with the requests of external organizations and individuals. PART THREE Governing Bodies and Duties of the Center Governing bodies of the Center ARTICLE 7 - (1) The governing bodies of the Center are as follows: a) Director. b) Board of Directors. c) Advisory Board. Director ARTICLE 8 - (1) The Director is appointed by the Rector among the full-time faculty members of the University for three years. The Director whose term expires may be reappointed. The Director is dismissed in the same manner in which he/she was appointed. (2) Upon the proposal of the Director, the Rector may appoint one person from among the faculty members related to the field of study of the Center as the Deputy Director. The Deputy Director deputizes the Director when the Director is absent from his/her duty. In the event of a deputation lasting more than six months, a new Director shall be appointed. Duties of the Director ARTICLE 9 - (1) The duties of the Director are as follows: a) To chair the Board of Directors. b) To take the necessary measures for the regular and effective conduct and supervision of the activities of the Center. c) To make the assignments required by the activities of the Center. ç) To submit the report on the general status and functioning of the Center to the Rector at the end of each academic year and when requested, after receiving the opinion of the Board of Directors. (2) The Director is primarily responsible to the Rector for the regular execution of the activities in line with the objectives of the Center, for the supervision and control of all activities of the Center and for obtaining the results. Board of Directors ARTICLE 10 - (1) The Board of Directors consists of the Director, the Deputy Director and up to six members to be appointed by the Rector among the faculty members of the University. (2) The term of office of the members of the Board of Directors is three years. Members whose term expires may be reappointed. New members are appointed to complete the remaining term in place of the members who leave before their term expires or who are assigned abroad for more than three months. The Board of Directors convenes at least once a month upon the invitation of the Director by simple majority and decisions are taken by majority vote. Duties of the Board of Directors ARTICLE 11 - (1) The duties of the Board of Directors are as follows: a) To ensure the preparation and implementation of plans and programs related to the activities of the Center. b) To prepare the Center's investment, plan and budget draft and submit it to the Rector for approval. c) To evaluate the requests regarding education, practice, research, service production and publication and to make recommendations. ç) To establish temporary specialization groups related to the activities of the Center when necessary and to regulate their duties. d) To organize and issue training programs and certificates of participation, certificates of achievement and similar documents at the end of these programs. e) To evaluate and decide on the issues to be brought by the Director regarding the management of the Center. Advisory Board and its duties ARTICLE 12 - (1) The Advisory Board consists of the relevant faculty members of the University and their representatives, who can contribute to the Center's fields of study if they wish, determined by the Director and assigned by the Rector. The maximum number of board members is four. The Advisory Board is chaired by the Director. (2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director. (3) The Advisory Board evaluates the activities of the Center and gives advisory opinions. Specialized groups and their duties ARTICLE 13 - (1) The number, organization and working subjects of the specialized groups are determined by the Board of Directors based on the expertise and fields of study of the relevant academic staff. These groups may be staffed full-time or as and when required. The establishment and working methods of the groups are determined within the framework of the principles prepared by the Board of Directors. (2) The task of the specialization groups is to carry out projects according to their areas of expertise in the activities of the Center. SECTION FOUR Miscellaneous and Final Provisions Staffing needs ARTICLE 14 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the recommendation of the Director and the personnel who will take part in the projects with the contracts to be made in the form of service procurement within the scope of the projects and the persons who will benefit from the scholarships within this scope. Expenditure Authorization ARTICLE 15 - (1) The Rector is the expenditure authority of the Center. The Rector may delegate this authority to the Director. Cases where there is no provision in the Regulation ARTICLE 16 - (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate are applied. Effectiveness ARTICLE 17 - (1) This Regulation enters into force on the date of its publication. Execution ARTICLE 18 - (1) The provisions of this Regulation are executed by the Rector of Üsküdar University. |
