ÜSKÜDAR UNIVERSITY NEUROPSYCHOPHARMACOLOGY APPLICATION

AND RESEARCH CENTER REGULATION

PART ONE

Purpose, Scope, Basis and Definitions

Objective

ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, governing bodies, duties of the governing bodies and working style of Üsküdar University Neuropsychopharmacology Application and Research Center.

Scope

ARTICLE 2 - (1) This Bylaw covers the provisions regarding the aims, fields of activity, governing bodies and duties of the governing bodies of Üsküdar University Neuropsychopharmacology Application and Research Center.

Basis

ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547 and Article 14.

Definitions

ARTICLE 4 - (1) In this Regulation;

a) Advisory Board: The Advisory Board of the Center,

b) Center (NPFUAM): Üsküdar University Neuropsychopharmacology Application and Research Center,

c) Director: Director of the Center,

ç) Rector: Rector of Üsküdar University,

d) University: Üsküdar University,

e) Board of Directors: The Board of Directors of the Center

refers to.

PART TWO

Purpose and Fields of Activity of the Center

Objectives of the Center

ARTICLE 5 - (1) The objectives of the Center are as follows:

a) To conduct advanced research to develop new diagnostic and therapeutic applications for human health and to develop new approaches that can be used in the clinic, to carry existing applications further and to conduct in vivo (in vivo) and in vitro (in vitro) research to achieve this goal,

b) To carry out studies supported by project grants, individual or corporate donations from national and international, public and private sector institutions and organizations,

c) To make project outputs applicable and to ensure that they can be presented, patented, intellectual property rights are protected and shared through agreements,

ç) To encourage researchers to conduct multidisciplinary studies.

Areas of activity of the Center

ARTICLE 6 - (1) The fields of activity of the Center are as follows

a) Within the Center, to create and coordinate practical research projects in the field of neuropsychopharmacology in partnership with basic sciences and clinical sciences, and to use domestic and foreign support resources for this purpose,

b) Designing, synthesizing, producing, analyzing and analyzing advanced treatment products such as new drug molecules and application approaches that can be used in treatment, and then turning them into prototypes suitable for clinical trials, and finally conducting their clinical application,

c) To conduct research on the production of methods and consumables used in the diagnosis and monitoring of various diseases, especially neurological and psychiatric diseases, to produce, to test their use in the clinic and to ensure their application in practice,

ç) To carry out joint studies with national and international public and private organizations, research groups and scientists in order to achieve these objectives,

d) To contribute to the accumulation of national and international knowledge by organizing advanced specialization courses, seminars, workshops, congresses and symposiums on application issues, especially in the field of neuropsychopharmacology,

e) To report the scientific and technical findings obtained as a result of application and research studies and to publish them in scientific journals, books, bulletins and similar media,

f) For the products to be obtained as a result of the work of the Center, to negotiate with the relevant law offices and to make contracts for the legal validity of intellectual property rights,

g) Buying and selling services when necessary to meet the needs of the Center and expand its capabilities,

ğ) To ensure cooperation with foreign research and education institutions and international organizations such as EU, EMBO, ESFRI in the field of study,

h) To provide cooperation with industry in the field of health and to provide consultancy services,

ı) To provide consultancy services to public institutions and organizations in areas where the work of the Center is needed,

i) To carry out other activities in accordance with the objectives of the Center as requested by the Board of Directors.

PART THREE

Governing Bodies, Working Groups and Duties of the Center

Governing bodies of the Center

ARTICLE 7 - (1) The governing bodies of the Center are as follows:

a) Director,

b) Board of Directors,

c) Advisory Board.

Director and his/her duties

ARTICLE 8 - (1) The Director is appointed by the Rector among the faculty members of the University for a period of three years. The Director serves as a full-time administrator. The Director whose term of office expires may be reappointed. In cases where the Director is absent from his/her duty for more than six months, his/her duty ends.

(2) The duties of the Director are as follows:

a) Representing the center,

b) To implement the decisions taken by the Board of Directors and the work program,

c) To manage the Center in line with its objectives,

ç) To ensure coordination regarding the programs and activities implemented,

d) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rector for approval after receiving the opinion of the Board of Directors,

e) To chair the Executive and Advisory Boards.

(3) Upon the proposal of the Director, the Rector may appoint assistant directors to assist the Director in his/her work. When the duty of the director ends, the duty of his/her assistants also ends.

Board of Directors

ARTICLE 9 - (1) The Board of Directors consists of the Director and four members to be appointed by the Rector among the faculty members of the University. The Director chairs the meetings of the Board of Directors. The term of office of the members of the Board of Directors is three years. A member whose term of office expires may be reappointed.

(2) The Board of Directors convenes at least twice a year upon the invitation of the Director, ordinarily and extraordinarily when necessary, to discuss and decide on the agenda items prepared by the Director. The Board of Directors convenes with the absolute majority of the total number of members and decisions are taken by majority of votes. In case of equality of votes, the decision shall be deemed to have been taken in favor of the Chairman's vote.

Duties of the Board of Directors

ARTICLE 10 - (1) The duties of the Board of Directors are as follows:

a) To take decisions on issues related to the work and management of the Center,

b) To decide whether the projects submitted are suitable for the objectives of the Center and to prepare a working environment for suitable projects,

c) To create the strategic plan of the Center, to determine the priority project topics in terms of scientific and technological contribution to our country and to inform the researchers,

ç) To discuss and decide on the annual activity report and annual work program of the Center and submit it to the Rectorate,

d) To prepare the Center's investment, plan and budget draft,

e) To take decisions on issues related to research, publication, teaching and other fields of study,

f) To determine, supervise and, when necessary, dissolve the scientific working groups and commissions to be established within the Center,

g) To prepare the long-term scientific and administrative plan and program of the Center and submit it to the Rectorate.

Advisory board and its duties

ARTICLE 11 - (1) The Advisory Board consists of the relevant faculty members of the University and their representatives, who can contribute to the Center's fields of study if they wish, determined by the Director and assigned by the Rector. The number of board members is at least two. The Advisory Board is chaired by the Director.

(2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director.

(3) The Advisory Board makes evaluations on the activities of the Center and provides advisory opinions.

SECTION FOUR

Miscellaneous and Final Provisions

Staffing needs

ARTICLE 12 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the recommendation of the Director and the personnel who will take part in the projects with the contracts to be made in the form of service procurement within the scope of the projects and the people who will benefit from the scholarships within this scope.

Expenditure Authorization

ARTICLE 13 - (1) The Rector is the expenditure authority of the Center. The Rector may delegate this authority to the Director.

Enforcement

ARTICLE 14 - (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 15 - (1) The provisions of this Regulation are executed by the Rector of Üsküdar University.
