In Northern Cyprus, the goal is not conflict with Türkiye but a new balance

Political Scientist Prof. Havva Kök Arslan evaluated the election results in Northern Cyprus, stating that the outcome reflects not only a change in government but also the people’s pursuit of “respect, balance, and autonomy.”

Prof. Arslan emphasized that the Erhürman administration aims to establish a new balance with Türkiye based on mutual respect rather than conflict, adding, “This could signal a more cautious yet more institutional period both in domestic politics and foreign policy.”

The Turkish Cypriot people reflected their growing discontent at the ballot box

Prof. Havva Kök Arslan, Head of the Department of Political Science and International Relations (English) at Üsküdar University’s Faculty of Humanities and Social Sciences, noted that “The clear victory of Republican Turkish Party (CTP) leader Tufan Erhürman shows that the Turkish Cypriot people have expressed their accumulated discontent through the ballot box.”

She added, “This result can be interpreted as a reaction against an administration that was fully aligned with Ankara but weakened by corruption allegations in domestic politics. Erhürman’s election signals a shift toward a more institutional, more balanced, and more secularly sensitive political line in Turkish Cypriot politics.”

“Erhürman is sending a message of balance”

Recalling that former President Ersin Tatar pursued a foreign policy in full coordination with Türkiye, Prof. Arslan explained, “Tufan Erhürman, while willing to continue cooperation with Türkiye, prefers to conduct this relationship on an equal footing. It is not about a total break, but about fostering a more autonomous and mutually respectful relationship. By stating that ‘We will remain in coordination with Türkiye,’ Erhürman is sending a clear message of balance.”

The results should be seen as a protest vote

Prof. Arslan pointed out that this election should not be viewed as a referendum on any specific solution model: “However, the results reflect public discomfort not with the idea of federation itself, but with the current administration and Türkiye’s perceived overinvolvement in domestic affairs. Therefore, this outcome should be interpreted as a protest vote rather than a direct endorsement of federation.”

She also noted that the low voter turnout indicates widespread distrust toward politics and existing parties: “Some voters chose not to go to the polls as a form of protest. This apathy is not a rejection of the political system’s legitimacy, but rather a critique of those currently in power.”

“Our state tradition will continue”

Commenting on Erhürman’s statement that “Our state tradition will continue,” Prof. Arslan explained, “This means that the Turkish Cypriot people will protect their own institutions while maintaining relations with Türkiye. It should be read as a message of balance, that is, preserving independence while avoiding a rupture with Türkiye.”

A more autonomous diplomatic approach may emerge

Prof. Arslan noted that a more autonomous diplomatic stance could be expected in Türkiye and TRNC relations: “A more balanced approach is anticipated in the new period. Erhürman’s line is not against Ankara, but it is not fully dependent on it either. The sensitivity regarding interference in domestic affairs will likely be considered more carefully, and greater importance will be placed on the institutional decision-making capacity of the TRNC.”

Türkiye’s eastern mediterranean energy policy remains a strategic priority

Prof. Arslan stated that Türkiye’s Eastern Mediterranean energy policy will remain a strategic priority during Erhürman’s tenure: “However, there may be differences in tone and style. Erhürman is expected to favor diplomatic dialogue and legal frameworks over harsh confrontations. His approach is not opposed to Türkiye’s position but represents a softer, more diplomatic method.”

The Greek Cypriot leader’s congratulatory message may signal renewed dialogue

Prof. Arslan also commented on Greek Cypriot leader Nikos Christodoulides’ congratulatory message, saying that it could help reestablish a foundation for dialogue between the two sides: “Erhürman is not entirely closed to negotiations with the Greek Cypriot side, yet he has made it clear that he will not compromise on core issues such as equal status and security guarantees.”

She added, “Erhürman proposes a negotiation process based on the recognition of two equal parties. This approach could help open a new chapter within the UN framework, although it seems unlikely that the Greek Cypriot side will readily accept these terms. Nevertheless, Erhürman’s diplomatic tone may help make Türkiye’s positions more acceptable on the international stage.”

Summarizing her assessment, Prof. Havva Kök Arslan concluded, “The election results in Northern Cyprus reflect not just a change of government but also the people’s pursuit of respect, balance, and autonomy. The Erhürman administration aims to build a new equilibrium with Türkiye based on mutual respect rather than conflict. This could mark the beginning of a more cautious yet more institutional era in both domestic and foreign policy.”
