Üsküdar University ÜSKÜDAR UNIVERSITY CHILD-ADOLESCENT DEVELOPMENT AND AUTISM APPLICATION AND RESEARCH CENTER REGULATION PART ONE Initial Provisions Objective ARTICLE 1- (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, governing bodies, duties of the governing bodies and the working style of Üsküdar University Child-Adolescent Development and Autism Application and Research Center. Scope ARTICLE 2- (1) This Regulation covers the provisions regarding the aims, fields of activity, governing bodies, duties of the governing bodies, and working style of Üsküdar University Child-Adolescent Development and Autism Application and Research Center. Basis ARTICLE 3- (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547. Definitions ARTICLE 4- (1) In this Regulation; a) Advisory Board: The Advisory Board of the Center, b) Center (ÇEGOMER): Üsküdar University Child-Adolescent Development and Autism Application and Research Center, c) Director: Director of the Center, ç) Rector: Rector of Üsküdar University, d) University: Üsküdar University, e) Board of Directors: The Board of Directors of the Center, refers to. PART TWO Aims and Areas of Activity of the Center Objectives of the Center ARTICLE 5- (1) The aims of the Center are as follows: a) To protect, improve and strengthen child-adolescent development, which is the period in which individuals and society are shaped. b) To evaluate children and adolescents, who constitute the foundations of life, with a holistic approach around biological, social, cultural, economic and environmental factors. c) To establish partnerships with public institutions and organizations, universities, municipalities, maternal and child health centers, schools, guidance and research centers, police departments within the scope of the provisions of the relevant legislation in order to raise awareness about child and adolescent mental health, to plan, create projects and maintain the projects that have been put into operation in order to protect and improve them. ç) To work in academic, clinical and social cooperation with mental health and disease specialists, child and adolescent mental health and disease specialists, pediatricians, nurses, family physicians, sociologists, social service and child development specialists, psychological counselors, police officers, other relevant experts and stakeholders. d) To raise awareness in the community, health circles and policy makers when approaching child-adolescent mental health problems and to focus on preventive and protective mental health services related to all factors. e) To carry out activities aimed at solving the problem such as ensuring access to treatment services for those with child-adolescent mental health problems, establishing referral systems to treatment centers, encouraging the establishment of adequate and sufficient number of units, organizing trainings to make the units and the team to provide services qualified. f) In cooperation with the R&D unit of the university, to examine national and international studies on children and adolescents, to be aware of local, national, global research/projects being carried out, to monitor, support and cooperate with the projects carried out. g) ğ) To make plans by taking into account that protection and treatment approaches in the context of effective factors in child and adolescent mental health may differ on the basis of intercultural and multiculturalism, and to create programs specific to our culture and the problems that may arise on this basis. ğ) To carry out studies to access resources and increase support systems for changing needs in child and adolescent education with changing social roles and perceptions regarding the concepts of motherhood, fatherhood and parenthood. h) To collect data through scientific publications and researches in order to determine the current needs of our country in the field of child-adolescent mental health and autism and to carry out studies in the light of these data. ı) To train perinatal mental health workers who have the competencies to provide guidance, education and support services about problems based on functional impairment of parent-child-adolescent attachment, problems based on loss of development and quality of life due to mental illnesses, relationship and communication problems through theoretical and practical studies. i) To provide counseling, training and support services for mothers and fathers, their relatives and professionals in close contact with mothers within the scope of services to protect child and adolescent mental health within the scope of the relevant legislation. j) To provide guidance, training and support services for the mental health of parents with a holistic approach that evaluates child-adolescent mental health within the social, cultural and environmental factors. Areas of activity of the Center ARTICLE 6- (1) The fields of activity of the Center are as follows: a) To carry out studies to support social policies that will strengthen child-adolescent mental health in parallel with the common goals and studies of relevant public institutions and organizations in harmony with national and social policies, to implement and/or develop strategic action plans in parallel with these policies. b) To provide training and counseling services to protect, prevent, educate, develop, guide and rehabilitate child-adolescent mental health within the scope of the relevant legislation. c) To provide training programs for health professionals and educators working in the field of child-adolescent health. ç) To conduct academic studies on autism and neurodevelopmental disorders in children and adolescents and to share the data obtained through national and international publications, trainings and conferences. d) To organize training and certification programs and support groups on child-adolescent mental health, and to provide online or telephone consultancy services on certain days and hours. e) To carry out activities such as application, research and publication studies in cooperation with national and international institutions and organizations within the scope of the relevant legislation. f) To carry out guidance and social support activities related to autism. g) To conduct academic research (R&D) and clinical practice studies on child-adolescent mental health and autism; to train the necessary staff to carry out similar studies. ğ) To carry out publishing activities to raise public awareness about autism, to carry out distance education for the individuals concerned, as well as live programs, to prepare informative documents within the scope of the website for this purpose, to provide a question and answer platform. h) To carry out other activities determined by the Rector and/or the Board of Trustees or decided by the University Executive Board within the scope of the Center. PART THREE Governing Bodies and Duties of the Center Governing bodies of the Center ARTICLE 7- (1) The governing bodies of the Center are as follows: a) Director. b) Board of Directors. c) Advisory Board. Director and deputy director ARTICLE 8- (1) The Director is appointed by the Rector for three years from among the full-time faculty members of the University who have studies related to the fields of activity of the Center. The Director whose term expires may be reappointed. The Director is dismissed in the same manner as he/she was appointed. (2) Upon the proposal of the Director, the Rector may appoint one person from among the faculty members related to the field of study of the Center as the deputy director. The deputy director deputizes when the director is absent from his/her duty. In the event that the deputization lasts for more than six months, a new Director shall be appointed. Duties of the Director ARTICLE 9- (1) The duties of the Director are as follows: a) To chair the Board of Directors. b) To take the necessary measures for the regular and effective conduct and supervision of the activities of the Center. c) To make the assignments required by the work of the Center. ç) To submit the report on the general status and functioning of the Center to the Rector at the end of each academic year and when requested, after receiving the opinion of the Board of Directors. (2) The Director is primarily responsible to the Rector for the regular execution of the activities in line with the objectives of the Center, for the supervision and control of all activities of the Center and for obtaining the results. Board of Directors ARTICLE 10- (1) The Board of Directors consists of the Director, the Deputy Director and up to ten members appointed by the Rector among the faculty members of the University who have studies related to the fields of activity of the Center. (2) The term of office of the members of the Board of Directors is three years. Members whose term expires may be reappointed. New members are appointed to complete the remaining term in place of the members who leave before their term expires or who are assigned abroad for more than three months. The Board of Directors convenes at least once a month upon the invitation of the Director by simple majority and decisions are taken by majority vote. Duties of the Board of Directors ARTICLE 11- (1) The duties of the Board of Directors are as follows: a) To ensure the preparation and implementation of plans and programs related to the fields of activity of the Center. b) To prepare the Center's investment, plan and budget draft and submit it to the Rector for approval. c) To evaluate the requests regarding education, practice, research, service production and publication and make recommendations. ç) To establish temporary specialization groups related to the activities of the Center when necessary and to regulate their duties. d) To organize training programs within the scope of the provisions of the relevant legislation and to issue certificates of participation, certificates of achievement and similar documents at the end of these programs. e) To evaluate and decide on the issues to be brought by the Director regarding the management of the Center. Advisory Board ARTICLE 12- (1) The Advisory Board consists of faculty members of the University who have studies related to the fields of activity of the Center and up to ten members who can contribute to the fields of study of the Center upon their request, determined by the Director and assigned by the Rector. The Director chairs the Advisory Board. (2) The term of office of the Advisory Board members is three years. A member whose term expires may be reappointed. The Advisory Board convenes at least once a year upon the call of the Director. Duties of the Advisory Board ARTICLE 13- (1) The Advisory Board makes evaluations on the activities of the Center and gives advisory opinions. SECTION FOUR Miscellaneous and Final Provisions Specialized groups and their tasks ARTICLE 14- (1) The number, organization and working subjects of the specialized groups are determined by the Board of Directors based on the expertise and fields of study of the relevant academic staff. These groups may be staffed full-time or as and when required. The establishment and working methods of the groups are determined within the framework of the principles prepared by the Board of Directors. (2) The task of the specialization groups is to carry out projects according to their areas of expertise in the activities of the Center. Personnel requirements ARTICLE 15- (1) The academic, technical and administrative personnel needs of the Center are met by the personnel assigned by the Rector according to Article 13 of Law No. 2547. Expenditure Authorized ARTICLE 16- (1) The expenditure authority of the Center is the Chairman of the Board of Trustees. The Chairman of the Board of Trustees may delegate this authority to the Rector and the Director. Cases where there is no provision ARTICLE 17- (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate are applied. Effectiveness ARTICLE 18- (1) This Regulation shall enter into force on the date of its publication. Execution ARTICLE 19- (1) The provisions of this Regulation shall be executed by the Rector of Üsküdar University. |
