Provisional Article 85, added to Law No. 2547 by Article 14 of Law No. 7592, which was published in the Official Gazette dated August 9, 2026, No. 33335, and entered into force, stipulates the following:
Students enrolled in higher education institutions at all levels, including preparatory classes, adjustment programs, associate degree programs, undergraduate completion programs, undergraduate programs, and graduate programs, including students whose enrollment was terminated at their own request, may resume their education in the 2026-2027 academic year, in accordance with the principles set forth in Article 44 of Law No. 2547, provided that they apply to the higher education institution from which their enrollment was terminated or at which they obtained the right to enroll within four months from the date this Article entered into force.
This provision applies to students whose enrollment was terminated for any reason, as well as students who obtained the right to enroll in a program but did not complete their enrollment, except for those who have been convicted of terrorism-related offenses; intentional homicide offenses under Articles 81, 82 and 83; torture offenses under Articles 94 and 95; aggravated ill-treatment offenses under Article 96; sexual assault under Article 102; sexual abuse of children under Article 103; manufacturing or trafficking of narcotic or stimulant substances under Article 188; those whose enrollment was cancelled due to forged documents; those who submitted forged documents during the enrollment process; those convicted of offenses specified in Article 71 of Law No. 5846; and those whose enrollment was terminated due to membership in, affiliation with, or connection to terrorist organizations, or to any structure, formation or group determined by the National Security Council to be engaged in activities against the national security of the State.
Applications will begin on September 1, 2026, and will remain open until the close of business on December 9, 2026. Applications for associate degree and undergraduate programs may be submitted to the Student Affairs Department, while applications for graduate programs may be submitted to the Secretariats of the relevant Graduate Schools.
Start Dates for Academic Year
In accordance with our University’s academic calendar, students who complete their registration by the end of business hours on October 9, 2026, will be able to begin their studies in the Fall Semester of the 2026–2027 Academic Year.
Students who complete their registration between October 12, 2026, and December 9, 2026, will have their registration deferred and may begin their studies as of the Spring Semester of the 2026–2027 Academic Year.
Students who wish to begin their studies in the Fall Semester of the 2026–2027 Academic Year at the Faculty of Medicine or the Faculty of Dentistry must complete their registration procedures by the end of business hours on September 25, 2026, taking the academic calendar and education and training processes into consideration.
Students who were dismissed from the University while studying in a foreign language preparatory class and who apply to re-enroll in programs whose language of instruction is English under this Law will first be required to meet the foreign language proficiency requirement. In this context, the provisions of the “Üsküdar University School of Foreign Languages Coordination Office Preparatory School and Foreign Language Courses Directive” will apply to such students. Documents Required for Application
Associate Degree and Undergraduate Programs
- High school diploma. For students admitted through the Vertical Transfer Examination, an associate degree diploma.
- Two passport-size photographs taken within the last six months.
- Criminal Record Certificate. This document can be obtained through the Turkish e-Government Portal.
- Original Turkish identity card and a photocopy.
- ÖSYS Placement Certificate, for students who were placed in an associate degree or undergraduate program but did not previously complete their enrollment.
- Military service deferment certificate. For students currently performing their military service, a military service discharge certificate.
- Applicants applying as international students must submit, during the enrollment process, all documents required under the Principles Regarding the Admission of Students from Abroad as determined by the Council of Higher Education. The documents must be submitted in full, either in their original form or as copies duly certified in accordance with the applicable legislation.

Master’s and Doctoral Programs
- ALES score report for programs requiring a thesis.
- ALES score report and foreign language score report for doctoral programs.
- Undergraduate transcript for Master’s applications; undergraduate and Master’s transcripts for doctoral applications.
- Undergraduate diploma for Master’s applications; undergraduate and Master’s diplomas for doctoral applications.
- Criminal Record Certificate. This document can be obtained through the Turkish e-Government Portal.
- One passport-size photograph taken within the last six months.
- Original Turkish identity card and a photocopy.
- Military service deferment certificate. For students currently performing their military service, a military service discharge certificate.
- For applicants applying as international students, candidates who are citizens of the Republic of Türkiye and completed their undergraduate education abroad must submit a recognition/equivalency certificate. Foreign nationals must submit a recognition certificate, both issued with a current date. Applicants to programs in the field of health sciences are required to submit an equivalency certificate.
Note: Documents showing the ALES and foreign language scores submitted by students during their previous enrollment will be accepted as valid.
