Pursuant to Provisional Article 85, added to Law No. 2547 by Article 14 of Law No. 7592, which entered into force upon publication in the Official Gazette dated 09.08.2026 and numbered 33335;
Among the students enrolled in adaptation (intibak), associate degree, undergraduate completion, undergraduate, and graduate education programs in higher education institutions at all grade levels, including the preparatory class; except for those convicted of terrorist offenses, intentional murder (articles 81, 82, and 83), torture (articles 94 and 95), torment (article 96), sexual assault (article 102), sexual abuse of children (article 103), manufacturing and trafficking of narcotic or psychotropic substances (article 188), those whose registrations were canceled due to forged documents or who submitted forged documents during registration, and those who committed the offenses specified in Article 71 of Law No. 5846, or who were dismissed due to membership, affiliation, contact with, or connection to terrorist organizations or structures, formations, or groups determined by the National Security Council to operate against the national security of the State—those whose enrollment was terminated for any reason (including voluntary withdrawal), as well as those who earned the right to enroll in a program but failed to register, may begin their education in the 2026–2027 academic year in accordance with the principles set forth in Article 44 of this Law, provided that they apply within four months from the effective date of this article to the higher education institution from which they were dismissed or where they earned the right to enroll.
Applications will start on September 1, 2026 and will continue until the end of working hours on December 9, 2026. Associate degree and undergraduate applications can be submitted to the Directorate of Student Affairs, while graduate applications can be submitted to the respective Graduate School Secretariats.
Commencement Dates of Education
In accordance with the academic calendar of our university, students who complete their registration procedures by the end of working hours on October 9, 2026 will be able to start their studies as of the Fall Semester of the 2026–2027 Academic Year.
Students who complete their registration procedures between October 12, 2026 and the end of working hours on December 9, 2026 will freeze their registration during enrollment to begin their studies in the Spring Semester of the 2026–2027 Academic Year and will be able to start their education as of the spring semester.
Students who were dismissed while studying in the foreign language preparatory class and who apply to re-enroll in programs whose language of instruction is English under the right to re-enroll within the scope of this Law will first be required to meet the foreign language proficiency requirement. In this context, the provisions of the “Üsküdar University Foreign Languages Coordination Office Preparatory School and Foreign Language Courses Directive” will apply to the students in question.

- Criminal Record Certificate (can be obtained via e-Devlet)
- Original and photocopy of National ID Card / Identity Document
- ÖSYS / YKS Placement Result Document (for students who were placed in Associate Degree and Undergraduate programs but did not register previously)
- Military Service Deferment Certificate (Discharge Certificate for those currently performing military service)
- Candidates applying under international student status must submit the documents required under the Principles Regarding the Admission of Students from Abroad determined by the Council of Higher Education (YÖK), in full and along with their originals or legally certified copies, during registration procedures.

- Among candidates applying under international student status; an Equivalence Certificate (Denklik) is required for Turkish (T.C.) citizens who completed their undergraduate studies abroad, and an Academic Recognition Certificate (Tanınırlık) with an up-to-date date is required for international candidates. Submission of an Equivalence Certificate is mandatory for candidates applying to programs in the health fields.
Note: Documents showing ALES and foreign language scores submitted by students during their previous registrations will be considered valid.
