Announcement on the Student Amnesty for the 2026–2027 Academic Year

RIGHT TO RESUME EDUCATION UNDER THE STUDENT AMNESTY

Pursuant to Provisional Article 85 added to Higher Education Law No. 2547 by Law No. 7592 on Amendments to the Higher Education Law and Certain Laws, published in the Official Gazette No. 33335 dated August 9, 2026, eligible students have been granted the right to resume their education.

Under this regulation, students whose enrollment at higher education institutions was previously terminated, as well as students who gained the right to enroll in a higher education program but did not complete their registration, may resume their education in the 2026–2027 academic year, provided that they meet the conditions stipulated by the Law.

WHO IS ELIGIBLE?

Within the scope of Provisional Article 85 of Law No. 2547, students enrolled at the associate, undergraduate, or graduate level, including preparatory classes, whose enrollment at our University was terminated for any reason, including those who voluntarily withdrew from the University, or students who gained the right to enroll in a program but did not complete their registration may resume their education in the 2026–2027 academic year, except for the cases expressly excluded under the Law. To benefit from this right, eligible students must apply to our University within four months from the date the Law enters into force and fulfill all other applicable obligations. Further details regarding the application and implementation procedures will be announced separately following the publication by the Council of Higher Education (CoHE) of the procedures and principles to be established for the implementation of the Law.

APPLICATION PERIOD

Application Start Date: The application start date will be determined following the publication by the Council of Higher Education of the procedures and principles governing the application process.

Application Deadline: December 9, 2026

Details regarding the application and registration procedures, required documents, transfer and adjustment of students to their respective programs, conditions for continuing education, other implementation procedures, as well as information on tuition fees and scholarships applicable at our University, will be announced separately by our University in accordance with the procedures and principles to be published by the Council of Higher Education.

PERIOD FOR RESUMING EDUCATION

Students whose applications are accepted under the Law and who complete all required procedures will be able to resume their education in the 2026–2027 academic year.

WHO IS NOT ELIGIBLE?

Under the exceptions specified in the Law, individuals convicted of crimes including terrorism-related offenses, intentional homicide, torture, torment, sexual assault, sexual abuse of children, and the manufacture or trafficking of narcotic or stimulant substances will not be eligible for this right.

In addition, individuals whose enrollment was terminated due to crimes specified under Article 71 of Law No. 5846 on Intellectual and Artistic Works, as well as those whose enrollment was terminated due to their membership of, affiliation with, association with, or connection to terrorist organizations or to structures, formations, or groups determined by the National Security Council to be engaged in activities against the national security of the State, will not be eligible for this right.

APPLICATION AND CONTACT

Following the publication by the Council of Higher Education of the procedures and principles governing the implementation of the Law, all details regarding the application and registration process will be announced on our University’s website and communicated to applicants via e-mail. Therefore, it is important that the e-mail addresses registered in the OBS (Student Information System) are up to date.

Applicants whose e-mail addresses registered in the OBS are not up to date are kindly requested to send an e-mail to ogrenciislerigrup@uskudar.edu.tr to provide their current contact information and submit any questions regarding the matter.
