Born in Diyarbakır, Uğur Değer completed his primary, secondary and high school education in Diyarbakir. He studied medicine at Istanbul University, Istanbul Faculty of Medicine between 1989 and 1995. Değer specialized in Obstetrics and Gynecology at Dr. Zekai Tahir Burak Women's Health Education and Research Hospital between 1996 and 2001. He worked as an obstetrician and deputy chief physician at Diyarbakır Maternity Hospital between 2001 and 2007. Afterwards, he worked as an obstetrician in private health institutions such as Private Genesiz Hospital and Private Memorial Dicle Hospital. He worked as an instructor at İstanbul Gelişim University Health Department. After 6 months of training, he received an Assisted Reproductive Techniques certificate from Acıbadem Kadıköy Hospital. On 23.02.2023, he received the title of Assistant Professor.
