1960 Karapınar doğumlu Halis Köylü, 1985 yılında Gülhane Askeri Tıp Akademisi Askeri Tıp Fakültesinden mezun olmuştur. 1990 yılında Fizyoloji Anabilim Dalı’nda uzmanlık eğitimini tamamlamıştır.1995 yılında Fizyoloji Anabilim Dalı’nda Doçentlik unvanını alan Köylü, 2001 yılında Profesörlüğe yükseltilmiştir.
